导语：美国对美伊战争的检讨比预想得早。2011年12月18日，最后一批美军撤离伊拉克。伊拉克民主重建如今已经过去了近两年时间，今天的巴格达，阴谋与诡诈的味道或许淡了，但死亡的味道却浓了许多。
正在接受训练的伊拉克士兵。伊拉克人的安全还有伊拉克的“民主”需要他们保卫。
巴格达的“狗皮膏药”
美军撤离后的第一个月，伊拉克安全部门统计说，有434人遇袭身亡，日平均11人，超过美军撤离前2011年的日均9人。爆炸袭击发生频率也达到伊拉克战争过去几年来的新高，而法新社说，这一系列的炸弹攻击事件,stockade，主要的攻击对象是什叶派教徒。

驾车行驶在巴格达街头，多则几百米，少则数十米，必有土黄色沙袋垒成的掩体。全副武装的伊拉克军警在哨位里，紧握武器，警惕地打量过往车辆。他们不时拦下车辆抽查证件，或用探测仪器进行检查。
穆罕默德·法希米在凯拉代商业区经营着一家杂货店，他总是抱怨市内的检查站太多了：“很多时候，堵车是因为排队接受安检。很多人为此而上班迟到。”
许多巴格达市民都有在检查站前排队等候数小时的经历。相同的上班路程，在伊战前30分钟能抵达，现在则往往需要两三个小时。
和哨卡相比，水泥防爆墙和路障简直就是这座历史古都全身贴满的狗皮膏药。水泥路障用于减缓汽车炸弹袭击者驾车冲向目标的速度，为阻止袭击争取时间;防爆墙则可有效减弱爆炸的冲击力，减少伤亡。几乎每个巴格达人都清楚它们的功效，但仍有人对其颇有微词。
一些人认为，安全部队有意识在逊尼派和什叶派聚居区之间构建防爆墙，加深了不同教派民众间的疏离和隔阂。此外，水泥防爆墙和防爆路障加剧了堵车，间接为自杀式汽车炸弹袭击者创造了“良机”。聚集人群总是袭击者最青睐的目标。于是，每逢堵车，人们都会变得焦躁不安起来。
伊拉克政府曾几次计划减少巴格达市区检查站和防爆墙的数量，但恐怖袭击总会如约而至，迫使计划取消。23岁的士兵萨贾德说：“检查站和防爆墙增加了出行的困难，但与失去生命相比，我认为这点代价值得付出。”
喜欢也罢，厌恶也罢，检查站和防爆墙已经成为巴格达人日常生活的一部分。菜贩乌姆·蒙塔哈尔说：“这东西(防爆墙)确实有用，现在巴格达比以前安全多了。几年前，我儿子头发长得跟树冠一样，但是不敢出门去理发。现在我们可以出门，甚至可以在外呆到深夜。”
像适应死亡一样适应涨价
2011年10月28日是星期五，位于巴格达西贾米亚区的市场上人头攒动，人们在疯狂购物。
杂货店主纳赛尔说：“巴格达已经安全多了，2006年和2007年与现在没法比。你看到这么多人在街上逛，今天我会把店门开到凌晨。”
巴格达市民很难忘记2006年。那一年的开斋节，巴格达的街头格外冷清，空荡荡的路面上，尸体横陈触目惊心。一天前连续两次发生爆炸，导致38人死亡，40多人受伤。
虽然时下的巴格达，发生恐怖袭击不算是新闻，如果哪天没有恐怖袭击才算新闻，但人们似乎已经学会了如何去寻找平静。
纳赛尔说：“对伊拉克人而言，如果一个月只发生一起死亡10人以上的恐怖袭击,star picket 年底哈或建20座加气站配备防爆墙安全有保，那这就是平静的一个月。”如此界定“平静”像是个黑色幽默，但它就是伊拉克。
对纳赛尔而言，电力短缺是比安全更大的难题。伊拉克全国目前每天用电需求大约为125亿瓦，但国家电网发电能力每天仅60亿瓦，就连首都巴格达每天也仅有四五个小时的市政供电，夏季政府机构办公日平均供电不足4个小时,贵州公安消防总队。
为了弥补用电短缺，经济条件较好的伊拉克家庭可以选择向私营发电机机主购买，或者购置家用发电机自行发电。所以，简陋家用发电机胶皮传送带日夜咔咔作响，仿佛随时会断裂，机身则发出类似拖拉机般的轰鸣，也是巴格达的街头一景。
用电的缺口，纳赛尔就需要付高价向私营发电机机主购电来弥补。“人们很起劲地买饮料、酸奶、牛奶和坚果，这本该是个大赚一笔的机会，可惜挣的钱都交电费了。”纳赛尔抱怨说。
巴格达省议会电力委员会主席阿尔坎·贾纳比称，伊拉克政府已经减免了私营发电机的燃料费,争取把私营发电机的收费价格降下来。
另一个难题是高昂的物价。由于日用品工业几乎全部毁于战乱，巴格达人的日常消费几乎全部依赖进口。38岁的家庭主妇乌玛·阿里牢骚满腹：“我们需要适应涨价，就像适应每天都爆炸死人。”
