Good afternoon, Ladies and Gentlemen of the Media,

It is a great pleasure and honour for me to welcome the Secretary General to Thailand once again as guest of the Royal Thai Government,Flood Lines,UTCC Q1 growth hinges on post-flood measures-HESCO, and to congratulate him on his re-election as Secretary General for a second term.

Thailand – UN Relations

We discussed the long and productive relations between Thailand and the United Nations. I re-assured the Secretary General that Thailand values our position as a hub for UN agencies in the region, and we will continue to fully support the activities and work of such agencies.

I also underscored the importance that Thailand attaches to strengthening our partnership with the United Nations in all of its three pillars-security, development and human rights.

Flood Situation in Thailand

The Secretary General expressed his interest and concern for the flood situation in Thailand, for which I expressed my appreciation. I emphasized that the Government is working around the clock to helping relieve all flood-affected people in cooperation with the public and private sectors. We are also formulating a long term policy on water management to prevent any future repetition of this crisis.

The Government has promptly transferred, with much appreciation, the relief items contributed by UN agencies to assist flood victims. On this occasion, I would like to, once again, thank the United Nations and His Excellency the Secretary General for the continued support and contributions made to the Thai people to help alleviate this crisis.

ASEAN – UN relations

Thailand fully supports and looks forward to even closer cooperation between ASEAN and the UN. We expect to adopt a Joint Declaration on the ASEAN-UN Comprehensive Partnership at the ASEAN-UN Summit in Bali later this week. I also mentioned ASEAN’s aspiration to play a more proactive role on global issues in international fora in which we hope to receive continued support from the UN.

Other Issues

We also discussed many other issues of mutual concern, including peacekeeping, health,BAAC, CP to help farmers lift output-hesco, and the situation in the region. I reiterated Thailand’s support for the UN’s efforts in promoting international peace and security, particularly through peacekeeping and peace building, in which Thailand has deployed troops and police in various UN operations around the world. I also underscored the great importance that the Thai Government attaches to the issue of health, particularly for vulnerable groups such as women and children.

Closing

In sum, our fruitful discussions reflect the traditionally close relationship between Thailand and the UN which we will continue to nurture.

Military Barriers/Hesco Bastions

Information

The QIAOSHI’s Military Barriers or Hesco Bastions is a modern gabion used for flood control and military fortification. It is made of a collapsible wire meshes container and heavy duty fabric liner, and used as a temporary to semi-permanent dike or barrier against blast or small-arms. One of the less heralded life- and labor-saving devices of war, it is used on nearly every United States Military base in Iraq as well as on NATO bases in Afghanistan.

Originally designed for use on beaches and marshes for erosion and flood control, the Hesco Bastion quickly became a popular security device in the 1990s.

Assembly
Assembling the Hesco Bastion entails unfolding it and (if available) using a front end loader to fill it with sand, dirt or gravel. The placement of the barrier is generally very similar to the placement of a sandbag barrier or earth berm except that room must generally be allowed for the equipment used to fill the barrier. The main advantage of Military Barrier, strongly contributing to their popularity with troops and flood fighters, is the quick and easy setup. Previously, people had to fill sandbags,黑铁丝, a slow undertaking, with one worker filling about 20 sandbags per hour. Workers using Military Barrier and a front end loader can do ten times the work of those using sandbags.
The Hesco Barrier come in a variety of sizes. Most of the barriers can also be stacked, and they are shipped collapsed in compact sets. Example dimensions of typical configurations are 46″ x 36″ x 32 (1.4m x 1.1m x 9.8m) to 7 x 5 x 100 (2.1m x 1.5m x 30m).
A new system of Hesco Bastion developed specially for military use is deployed from a container,Flood Prevention technology-wire mesh, which is dragged along the line of ground where the barrier is to be formed, unfolding up to several hundred meters of barrier in minutes, ready for filling with soil by a backhoe.

Protection
Filled with sand, 60 centimetres (24 inches) of barrier thickness will stop rifle bullets and shell fragments. It takes 1.5 metres (five feet) of thickness to prevent penetration by a rocket propelled grenade round. Approximately 1.2 metres (four feet) of thickness provides protection against most car bombs.

Gabion structures yield to earth movement but maintain full efficiency and remain structurally sound. Highly permeable, the gabion structures act as self draining units which “bleed” off ground waters, relieving hydrostatic heads. Interstitial spaces in the rock fill dissipate the energy of flood currents and wave action.

Soil erosion is an ever present problem and gabions have proved to be a lasting solution around the world. The earliest known use of gabion-type structures was for bank protection along the Nile River during the era of the Pharaoh. In the subsequent 7,000 years since its initial use by the Egyptians,hesco bastion-Military Barriers, the gabion system has evolved from baskets of woven reeds to engineered containers manufactured from wire mesh. The lasting appeal of gabions lies in their inherent flexibility.

Efficiency in gabion structures,钢格板围墙, rather than decreasing with age, actually increases. During early periods of use, silt and vegetation will collect with the rock fill to form a naturally permanent structure and may be used to remove solid pollutants or “floatables” from the water.

Gabions and mattresses may be purchased as as assembled baskets, as unassembled panels, or in rollstock form. Rollstock may utilized to build continuous gabion structures up to 300 feet in length or mattresses up to 150′ in length.
